Your payment method was declined

Im really getting ****** off. I keep getting "Your payment method was declined" when I try to purchase an e-mail voucher for a friend. I have spent 2.5 hours trying to solve this, I know how much my friend would appreciate it else I would tell apple to get fu$%ed since getting help does not seem possible. I have tried 2 different accounts. I just want to buy a freaking voucher or punch an apple employee. Anyone know what is going on?

PLEASE SOME ONE HELP THIS ALL BEGAN WHEN I GOT MY NEW 64GB I-TOUCH 4, WITH THIS I PURCHASED A £25 I-TUNES VOUCHER. I HAVE £8.75 LEFT BUT I CANT EVEN THE VOUCHER IT STILL ASKS ME FOR PAYMENT INFORMATION. PLEASE HELP SOMEONE, PUT ME OUT OF MY MYSTERY!!!

I just fixed this problem.

What was wrong, was I was using a debit card without keeping track of my expenses (silly me), so I ended up having pending payments that couldn't be afforded.

By charging up the card with more money, signing out of the apple store on my iPhone 4 and re-doing all of my information on the online apple store, the problem was solved after about a 15 minute wait.

Maybe I should download the budget tracker app......?

Let me paste here what I just wrote on some other site:

"Hey dude. I have the same problem, and propably there's something wrong about what You wrote during registeration, i mean that page, where you're supposed to chose your payment method, etc. App store still asks You for it if You haven't solved the problem. It could be Your telephone number (I'm from Poland, and we have +48 prefix here - I wrote 048, then my number and it works). Also very important thing is about Your card. It don't have to be a credit card, I don't have credit card, I have only Visa Electron, for long time I couldn't find what's wrong, and why they still think, that my payment method is declined, but here's what is all about:
You have to change your internet transaction limits, they're propably too small, so raise them. In Poland it don't work under 10 zł (it's about three usd), so maybe If You raise Your limits to 10 dollars it will work. I did it yesterday, and now I'm happy to download all the apps I wanted, it's just great. I hope it will help You."

PS. Maybe it's all obvious, what I wrote here, but who knows, maybe someone don't know it. And don't forget, that security code is the number next to Your signature on reverse of Your card.

Okay everyone, I had the same problem for 5 days but after emailing Apple, they promptly emailed back with a solution. This worked perfectly for me.. It seemed the problem was that I had an outstanding order wich had not been paid for some reason, which stops you from downloading more apps until it is paid off. Follow the steps below.. This is the exact email i received from Apple.

1) Visit the Apple Store online:

2) Click Account in the upper-right corner, then click "Change account information" and sign in using the same Apple ID and password you use for the iTunes Store.

3) You should see your account-profile page. Under Method of Payment, remove all of the characters from the Card Number field. Do not change the expiration date or credit card type.

4) If you haven't already, select where you primarily use your purchases from the pop-up menu near the bottom of the page.

5) Click Continue. If you are asked to enter any other information, be sure to click Continue after making the updates so that your changes will be saved.

6) Make sure you're using the latest version of iTunes. It can be downloaded free of charge: http://www.itunes.com/download Note: Installing the latest version of iTunes will not affect your library or any items in your account that you haven't downloaded.

7) Click this link to open iTunes and access the Apple Account Information page: http://phobos.apple.com/accountSummary

8) Sign in to the iTunes Store using your account name and password.

9) On the Apple Account Information page, click the Edit Payment Information button.

10) Enter your payment information and click Done to save your changes.

*To ensure your account is functioning, you need to download a free item from the iTunes Store. To do this, navigate to the iTunes Store main page by clicking the Home icon near the upper-left corner of the window. Scroll down and click the "FREE ON iTunes" link near the bottom of the main page, then select an item to download.
