Don't know about anybody else but I managed to solve this problem myself. As there was not enough money in my bank account, so just transferred some money over and the payment went through :) and I could use my apps and update things again! Don't know if anyone else found this out but hope this helps as it is not one of the answers apple gives you!
I just found out that is the same reason my bank was not accepting iTunes charges unless the person who has the account requested to be put on an exceptions list the bank has. I wish iTunes would put this reason on there but I know they won't because of the reason the banks block iTunes.
Check with your bank. They may have a block on all iTunes charges for all accounts the bank has because iTunes was fraudently trying to charge customers. My bank has an exception list and I had to be put on it to be able to purchase iTunes apps or songs.
The e-mail I got back from them was that "It appears that we have incorrect information on file for you" or in other words something went wrong their end and they needed me to update the details they had that were already correct. all I did was update my card details, basically expiry date and 3 digit number on the back of the card and and hey presto......all this hassle for 69p. the day i do not have 69p in my bank will be the day i sell my iPhone!
Or the day you provide someone with incorrect credit card info in order for them not to be able to charge you.
I can't even update already paid for apps or get free apps without saying my billing method is declined , there's no reason for this there seems to be no way to fix it and it seems buying anything of apple even this inew iPad is a waste of money
Itunes and app store being a monopoly controls your updates. I am not in a position to judge if that is fear or not, but if you owed me one penny, I would stop any support until get paid. Welcome to the world of Apple.
Hi, not sure if this thread is where I should be. But lately I have had problems declining my card I do not use and will not use my debit card with I tunes. So I use Halifax easycash.
Anyway I kept getting a declined message and please put in your security code it never worked after constantly entering details, so I read on the forum somewhere if you deposit a small amount ie I put in ÂŁ5 and it worked so now have updated all my apps which are free, so I think you should have at least ÂŁ1 to make it work.
My tip would be use a cash card not your debit or credit card so no extra money may be taken.
You have to set a limit on the Internet accounts for just any amount.
After about two years of buying Apps, my card got suddenly declined when gifting someone! I can still purchase Apps through iTunes Gift Cards for myself, but I am unable to gift anyone with my Payment Method left blank!
What gives?

It's not iTunes guys. I recently about two days ago contacted with the customer service, on live chat. And they told me that I did an in-app purchase on a game that I called Pandemic. Yea, so basically you have to pay the fee with an iTunes card or credit card ( no debit). And on the iTunes software. Hope this helps! This thing really is not a bug or glitch, it's just an in-app purchase you made.

Right now you r screaming at the waiter.
Contacting waiter, emailing waiter. THERE IS NOTHING WAITER CAN DO BUT KEEP SLIDING YOUR CARD.
