This issue is really starting to p*** me off. I am 15 years old and this used to happen to me on my old iPhone 5s so I ended up just giving up and started using my mum's card information.
Recently I have just been given and iPhone 6 as a present from my auntie and I really like the phone and enjoy using it but the issue has just started happening again. I just got some iTunes vouchers for Christmas and I can't purchase anything without entering my card details which are apparently wrong even though I'm not spending any money from my card. But now it has gotten to the point where I can't even install or even update free apps and apps that I already have.
It's getting to the point where it is beyond a joke and Apple, you really need to sort this out.

Try a different card, preferably a credit card, that's registered to exactly the same name and address as on your account, and issued by a bank in your country (and which is therefore the country on your account)
I live in the UK and am with Nationwide. When I buy something it takes it off my balance instantly, so I have actual balance and available balance. This is to avoid this kind of problem so I don't know what's up with my billing address...
After 34 pages, we still don't know because we are still users just like you. We are not Apple Support. Contact them - there are links througout the thread which you can click on in order to contact them. We cannot help you here....

I had this same problem, changed credit cards, re-entered them again and again, re-entered my address but no luck. Then I changed my email address in my apple id and 'presto' it fixed the problem! Go figure!
So maybe give that a try.
Amazing 5 years later and I'm having the same issue as all these other people from 5 years ago. Apple customer service is such a piece of ****, payment declined with a valid card. Several valid cards all declined. App store disabled. Who ever is sabotaging this service needs to be ratted out cause this glitch is obviously done on purpose. I could hire a team of computer needs in a basement to provide better service than this. Obviously someone at their company is taking the ****. Yeah very funny, what is not so funny is how many customers you are going to lose.
Nobody from Apple is here, and as has been stated and restated throughout the 34 pages of this thread, you need to work this out with iTunes Support. We are users here. We can't help you. If you don't want to help yourself, that is your business, but ranting on this forum is against the TOU, so not only are you violating that, but it serves absolutely no purpose.

Try a different card (preferably a credit card, not all debit cards seem to still work). For a card to have a chance of being accepted it needs to be registered to the same name and address (including format and spacing etc) that you have on your iTunes account, and have been issued by a bank in the country where you are (and therefore the country which is on your iTunes account).
Just incase anyone else comes across this issue...I tried what someone else said I entered my visa details into MasterCard...of course it's going to say wrong company after I did that I put my information back into visa and guess what?! It worked! I was about to lose my **** lol it too me a day to start updating my apps and stuff...I contacted apple there no help I haven't gotten a response from them yet...my card originally declined because I got sent a new card btw

Doesn't matter if the app is free or not. The card must be valid and must have valid information. Have you contacted iTunes Support for help: iTunes Support WorldWide
