That wasn't from Apple. It was from the thief who has your phone. If you responded to it and gave them the information they requested, you gave them full access to your phone and you'll never see it again.
Its not your phone any more, it is sold and has a new appleID
The only thing you can do is make sure you change your AppleID password because if you haven’t, they still know it

Did you provide the information to the link they provided in the text you received? If you did, they have already wiped the phone and more than likely sold it to someone else. With the Apple ID and Apple ID Password, the phone can be wiped completely, without knowing the passcode. And the Apple ID and Passcode or having you remove the device from your list of trusted devices is what they want you to do. Once either has been done, the phone can be wiped.
Was it ever in Find My or iCloud devices?
Did you reply to any texts that asked you to sign into your appleid account?
iPhone canNOT be tracked by serial number. Apple didn't text you anything. You were scammed and this happens a lot.

Yeah 30 days ago its was in my iCloud but know I can’t find even I receive the text from apple we find your iphone in Tehran , iran and the location link as well but tge think is right now I can’t find my phone in my iCloud
Apple NEVER sends an text saying your phone has been found. Apple doesn't get involved in lost or stolen phones at all. Thieves however, are very clever and crafty. If you did receive such a message and you provided the information requested, you've been scammed and your phone is gone and will never be found.
And also the local police the told me you phone as been on at that time the given number of person who simcard registered by him tomorrow im going to make complain regarding my phone , the are Tracing my phone with my iPhone serial number
Apple has nothing to do with your sim card. Your sim card is a cellular provider component and the only thing contained on your sim card is your phone number. Apple doesn't control or manage sim cards at all, EVER.
Why do you think I asked you about a text? We see it all the time!
Guessing there was no PIN lock in the SIM (your responsibility). They take out the SIM, put it in another phone, Call their friend. Hey presto they know your number.
Leave it a week for you to get a replacement then text you with a number spoofed as “Apple”
All because you could not be bothered to PIN lock your SIM

Its official apple without number and its link of Apple website and my Apple id its 2 factor and also i got email from apple (noreply@apple.com) its not scam
