Can I configure a Shortcut to toggle Location Services upon starting the Maps application?

HotelTrivago ~ The closest would be to open the Location Services Settings pane via two actions and then toggle the switch manually. Copy & paste this into a URL action:

prefs:root=Privacy&path=LOCATION

I may be wrong, but to my knowledge Shortcuts app does not have access to enable/disable location services.

That single Open action isn't what I suggested you do.
