If you have an Intel 2018 - 2020 MBAir, then this may be normal since the cooling system on this laptop is not ideal. The fan does not blow air over the heatsink at all since there is no heatpipe extending from the heatsink to the fan so this laptop will get hotter than the older models. Plus the maximum fan speed on the MBAir is much higher than that of the older MBAirs (about 8,000 rpm IIRC compared to about 6,200 rpm on the older ones).
To look for possible software issues run EtreCheck and post the report here using the "Additional Text" icon which looks like a piece of paper.
You can also run the Apple Diagnostics to make sure the cooling system is operating within specifcations.
Try an SMC Reset.
