Select newer smart TVs can have the Apple TV app.

List of Apple TV app-supported smart TVs - Apple

Other TVs will need an external device to have the Apple TV app.

E.g. an Apple TV set-top box, a Roku, Fire TV, or gaming console with smart apps.
