I can’t reset screen time passcode

My mother set up a screen time passcode and she does not remember the passcode. We have tried resetting it with her Apple ID and it didn’t work. Then we tried mine and it didn’t work.

Screen Time passcode reset

If necessary, you will need to restore the device to factory settings. Do not restore from a backup made when the Screen Time code was active.

Restore to Factory setting.
