I have 121 gb of storage on my mac air and it is not enough. ai tried to update to "big sur" and don't have enough room. I removed everything I can. The system and apple apps are the biggest consumption of the storage. Can it be expanded to 250 gb or so?

No, the storage on a 2020 MacBook Air is soldered to the logic board and cannot be altered.
If you need more storage, you can get an external drive, and move things off the internal drive to make room for the update.
I would like to offer a piece of advice if you want to buy a new Apple in the future. Plan ahead. RAM and internal storage are generally not upgradable. Storage definitely isn't. So look what you need, and get a bit more. So you'll be better future proof and you won't run into these kinds of issues.
128 gb has been "not enough" for quite some time now. My 2017 Air has a 256 gb SSD and it has about 70 gb free space. And I've put my music collection on an SD card, otherwise it would simply not fit :)
What you could do is a reinstall of your currently installed macOS and upgrade from there. Afterwards install your apps from the App Store. Or remove apps from your Mac till you have enough room to upgrade and after that reinstall the removed apps.
But I also would recommend getting an external hard drive for files that you'll need, but don't have room for on the internal SSD.
