The App-Store is asking for IOS 10.0 or higher?

You have answered your own question to be honest.
You have an iPad 2 which can only run iOS 9.
It can not run iOS 10 or higher
Skype requires iOS 10 or higher.
Your device can not use Skype app.
You would need to buy a newer iPad which can run the latest iOS
