my iphone is disabled and my PC can't "see" it despite being connected by cable

iphone is disabled connect to iTunes. How? The phone is connected to a PC with a cable BUT nothing happens!

If you forgot the passcode on your iPhone, or your iPhone is disabled - Apple Support

You may need to take it to an Apple store or Apple service provider.
