When I was trying to download any app that was deleted before, this message showed up every time and cannot download.
It is still possible to download new app which never installed before but not the app I installed and deleted before.
I already tried to reboot iPhone and logout & login appleid. My phone's iOS is 10.3.3 and iPhone 7. I have no intention to update iOS.
Please help me how to fix this problem. Thanks

Are you sure the old app is still available from the App Store? Some apps are removed from the store for different reasons, such as security or not following Apple's protocols.
In the App Store app, try searching for the app name and see if you can see it.
It's facebook Messeger. It's problem only when I tried to download apps which I deleted with this phone before. I can download new apps but not the app I have deleted before.
