I’ve downloaded many other ones both before and after downloading this, and they all download as normal. It just downloads normally and when finished turns as shown above and does not open, and it has happened multiple times now. For reference I’m using an iphone 6, and it requires IOS 13 but as I’ve used the app before I was given the option to download an older version. Please help in fixing this.

If the app requires iOS 13 and you have an iPhone 6, the app is not going to work. Not all developers offer the older version. I suggest you consult the developer directly.

Not all apps give you that option, though. It's up to the developer. And, in this case, it appears the older version, now unsupported, doesn't work properly anymore.
