Why my Apple iPad is not charging?

Though I plugged in my iPad , it is not yet charging.

The majority of iPad models require your Power Adapter to rated at least 10-12W. If you are using a Power Adapter designed for iPhone, these are usually only rated as 5W - and are inadequate to charge an iPad.
