I get a message that the phone is not updated and when I try to update, it says IOS 12.5 is the latest software, which is already on the iphone. I am trying to set up my Dad with the older stuff since we upgraded.

After putting up this question, I went on to chat with Apple Support. IT took them over an hour to come up with the same answer, but I had to answer the questions they asked, even though I input the exact information in my original request for help.
If the watch has WatchOS6 then it won't pair with a 6 plus,watchos6 requires a phone with ios13 or higher.
Iphone 6 Plus will not connect with Apple Watch 1.
