Apple Pay accessibility-Using fingerprint without passcode set

I am visually impaired. I have an iPhone SE (2020) for which I have not set a passcode as this is very difficult to use when you cannot see as the phone will not speak the passcode numbers which you are trying to locate.

However, the phone will also not let you set fingerprint access without also setting a passcode. Without fingerprint access in place I am very reluctant to set up Apple Pay as it leaves it open to misuse if the phone is lost or stolen.

is there any way of setting up fingerprint access without setting a passcode, or is there an alternative, accessible and secure way of using Apple Pay?
