Family apple watch functions broken in IOS

Why does Apple Watch software in IOS have  no support for watch faces, complications, clock, etc, etc for a watch that is set up as a family watch? Is anyone else having this issue?

I have an iPhone 12 with latest software update. 1 Apple Watch series 6, and 1 Apple Watch SE for my kid (both cellular, both with latest software update). I set the SE watch up as a family watch on my iPhone and found that the options to control faces or complications and some of the most basic functions are completely missing or present and nonfunctional from the settings menu for family watch. I called apple customer service. We switched which watch was set up as the family watch and had the same problem. Some functions are completely missing in the software and other buttons are present but when you press them nothing happens. WHY? Is it apple's intention to make the second watch functionally less useful? Was the intent to remove watch faces, complications, etc from family watch? Also Why in the deuce can't apple simply allow the my kid's apple iPad to set up/control his Apple Watch??

Yes I’m also having the same frustrating issue with my 11yo son’s SE watch which we’ve set up on my wife’s iPhone using the family set up and family sharing. Wife’s watch has all the functions and settings available through the iPhone watch app but when we switch to kids SE it goes back to this very limited options and settings like the images you’ve posted above.

The other problem we’ve discovered is it’s also impossible to install any apps from the App Store on the kids SE. When we browse the App Store on the SE the ‘GET’ button is greyed out and it says ‘requires iPhone’ even though the app works on Apple watches.
