Will Apple make Big Sur compatible with 27in late 2013 models of iMac, or am I stuck with Catalina?

No I don't think so. According to Apples website (https://support.apple.com/en-us/HT211238) the earliest supported iMac is the mid 2014 version.
That really sucks, man. That's my only complaint about Apple is their refusal to support older macs. They should take it as a badge of honor that there are so many older macs, and do all they can to support them

FWIW, a 2014 Mac is an "older Mac". As is a 2015, 2016, 2017, 2018 and 2019 Mac. Unfortunately a 2013 iMac doesn't have the hardware to support Big Sur. But, it can run Catalina which is only a year old.
