there is an activation lock on my iPhone I don’t remember the password or passcode for this phone. I did have the Face ID set up. How am I able to recover my account after the waiting period, if I cannot use/access my phone # to receive the recovery help from apple?

Yes. Most of the time, it shows an activation lock and it just recently started showing this. Not sure as to why..
I have tried following the recovery steps once and its telling me to wait through to the end of recovery days, but i already waited out the process once and I didn’t receive a voicemail from apple support or anything so I’m just not sure why I have to wait again.

Some things you can try. Do you have access to another WiFi network where you can try? That has worked for several people.
Try a restart.
Restart your iPhone, iPad, or iPod touch
Try a forced restart.
If necessary
Do a backup and try a factory reset. Then restore from your backup.
Backup - Restore your device from an iCloud or iTunes backup.
The screen shot doesn't show an Activation Lock. Did you try the suggestions shown in the screen shot?
