What should I do if I’m not aloud to change or delete my credit card?
if you want to use a different credit card, you might need to add the new card before you can delete the existing one.

Add a Second Method of Payment:
Add a new method of payment, then remove this credit card. You need to have at least one method of payment assigned to your Apple Account. So, by adding a second one, you can then delete this card you speak of. If you have no other card, or want no card assigned to your account, then use a PayPal account, if an option in your area.
