Why can't I reset my screen time passcode in iOS 14.2 with iPhone X

The reset screen time passcode option will not work even though I am running 14.2 with an iPhone X.

I want to erase the device but am stuck

If necessary, you will need to restore the device to factory settings. Do not restore from a backup made when the Screen Time code was active.
