What does it mean when my watch won’t power on it’s showing the red charging icon and the time I’ve tried charging and restart it but it won’t allow me to do so

The red icon shows your battery is low.

Put it on charge for an hour then do a restart by pressing the Digital Crown and the Side button together till you see the  logo.
