Ask to buy not working and can’t disable

kids are trying to download apps for their Christmas presents, but I had Ask To Buy enabled on their devices, and I’m not getting any of the ask requests on my phone or iPad (I usually do get them). I then turned off ask to buy on their accounts, but it’s still making them Ask when they try to download new apps, and I still don’t get the Ask notifications to approve.
