iCloud Photos says "Cannot Load Library" and unable to sync photos across devices

iCloud Photo's was working great but a few weeks ago, it stopped syncing photos across my devices. It appears that Photos on macOS has all of my pictures, but my phone and iPad have their own set of pictures. I've signed out of iCloud and back in on all devices, disabled iCloud Photos and re-enabled on all devices and nothing has changed. If I go to icloud.com Photos, it says "Cannot Load Library". Is there anyway to reset the iCloud Photo Library so I can just start over and have sync working again?
