No photo stream on my new I pad

Hello, I have upload to my photo steam setting turned on under icloud but still no photo stream. I even turned it off and on again. Can anyone suggest what to try next?

Photos icloud sync paused to save battery on iPhone 12 Just some background information. I never had this happen until iOS 16 update. I have a good internet connection. It does not happen on my iPad and I've restarted and looked at all the iCloud and battery settings. My photos are not syncing to iCloud and it says iCloud sync has paused to save battery.. even though I could be at 100% and it still happens. There's a "resume" option and after I tap that every time the sync starts and completes. I'll open up a ticket with Apple but the only resolution I can think of is either telling me about a setting that I'm missing (unlikely) or there is a bug.

Hi, I perform update to iCloud weekly , but for any reason, the latest photo are 22-Oct-2022, all rest photo are not uploaded to the iCloud, although I have enough space on the cloud. Is the device consistently plugged in to power, connected to WiFi, and locked?
