I have my hidden album turned on in settings. But when I view all my albums I do not see the hidden album. Maybe I deleted it awhile ago.. I really don’t recall. I just hid a few photos from an album thinking they would only disappear from that album but they were hidden across the board in all albums. How can I unhide them if I do not have a hidden album in the albums setting?

You cannot delete the Hidden album. It is a predefined album, created by Photos. You can just keep it hidden.
The hidden album may not be shown, if you are not having any hidden photos in your library. Does your Hidden album reappear in the Utilities part of the Album list, if you hide an additional photo?
