I would suggest using the Contact Support link at the top of the page here to speak with Apple Support. Also, there seems to be an iCloud issue right now according to Apple's System status, Apple - Support - System Status which could be causing the issue.

Now I am getting asked to reset the end-to-end encryption and when I say reset I get “Could Not Sign In - Error deleting record” after clicking “ok” is ask me to sign in to the Apple ID and starts the loop all over again.
I spoke to someone at support and they said to force restart the phone in about half hour and try again... they are updating systems right now and it is causing this issue. If that doesn’t work.., I’m supposed to call back with a case number
I waited about an hour and a
half... did a hard reset, and it finally worked! Im sure with how many people are setting up new accounts, new devices, etc... the servers are way overloaded! Keep trying all... there is a light at the end of the tunnel!
It finally worked for us last night after bouncing between an iPad and Apple Watch in some sort of passcode verification loop.
My only advice is to get your other device working with your Apple ID first, wait about an hour (for systems to catch up), then keep trying on the Apple Watch until it works.
We were led to believe our device passcode was wrong which put us in this encrypted data loop.
Such a terrible experience and error message! It seems if the server can’t be reached by the Watch, you get a device passcode verification failed error, which is not true.
Hope this helps, good luck!
What are you trying to do when you see that error? If you are attempting to update or restore, see if anything here helps.
I am getting this error also. I am trying to set up an Apple Watch for a family member.
I am trying to set up up a phone for a child’s account and cannot finish setup due to this error popping up .
After three failed attempts which also included an update to watch OS 7.2 it worked as soon as I turned off wifi in the iPhone and onto mobile data.
this was unhelpful in my case.
Same thing here trying to setup a watch 🤬
Yes! I have apple watches that I am trying to set up with family share for my kids and I keep getting this error while trying to connect!
Same thing as everyone on this thread. Trying to setup Apple Watch for family member.
I was told by support to “wait and try tomorrow, the servers are overloaded”
There has to be a better answer.
Exactly the same problem here. Waiting for a solution that works
