I would suggest using the Contact Support link at the top of the page here to speak with Apple Support. Also, there seems to be an iCloud issue right now according to Apple's System status, Apple - Support - System Status which could be causing the issue.

It finally worked for us last night after bouncing between an iPad and Apple Watch in some sort of passcode verification loop.


My only advice is to get your other device working with your Apple ID first, wait about an hour (for systems to catch up), then keep trying on the Apple Watch until it works.


We were led to believe our device passcode was wrong which put us in this encrypted data loop.


Such a terrible experience and error message! It seems if the server can’t be reached by the Watch, you get a device passcode verification failed error, which is not true.
