I have a refurbished iPad and it is at 10.3 and I need it to be at newest software update. It is saying the software is up to date. How do I manually change it? Can it be done without a computer. Can it be done at all. If not I need to return this device.

That is probably an iPad 4th generation. There is no way to update it beyond 10.3.3 even with a computer. Upu can verify the model at Settings > General > About > Model Name.
