Test with the watch set flat on the charger. If that also doesn’t work the problem is probably in the charger or power supply.

How many watts is your power adapter? Is it mFi certified?
Is your charger USB-C, does it meet the power requirements, is it mGI certified?

The support doc I linked clearly states
All power adapters have different ratings for the amount and rate of power delivery. The MagSafe Duo Charger requires the following ratings to deliver faster wireless charging:
USB 2.2amp

OK I understand. But, when purchasing two items from the Apple store, I asked the sales person about any difficulties in using My existing lightning cables and USB-A fast chargers. He mentioned no problems, I would have gotten them if needed at that time.

Frustrating but I guess you can be happy they didn’t try to sell something you didn’t need! Your USB-A power adapter is a nominal 5 volt device, so with 2.2A output you are getting 11 Watts. That is just over half what would be delivered by the recommended minimum 20 Watt adapter.
Please see above, USB-A is NOT SUPPORTED. You must use a USB-C power adaptor for correct function of MagSafe Duo.
