My dial pad is missing

You must mean it's missing from the Dock bar at the bottom of the screen. The Phone app is still on your phone; you'll have to find it in the "page" icons, i.e. all the other icons above the Dock bar. If you can't find it on the 1st page, swipe left to go the next page and look for. Repeat until you find it. Once found, press it until the icons start jiggling and then drag the Phone app to where it used to be.

the phone icon is missing from my iPhone, therefore I cannot make calls or locate contacts. Usually when I open my cell phone, I have two icons on the bottom. One is to the internet and the other is a telephone allowing me to make calls. The telephone is missing. I tried turning it off and I tried installing the latest updates but no luck. I am able to receive calls.
