Pairing new Siri Remote

I got a new Apple TV Siri remote. I’m trying to pair, but not working. Do we have to charge it before you try to pair it?

Apple TV HD, tvOS 14

Pair the Siri Remote with Apple TV

Turn on Apple TV and position the Siri Remote so it’s within 3 to 4 inches (8 to 10 cm) and pointing at the front of Apple TV.
Press and hold the button and the Volume Up button for 2 seconds.
When the Siri Remote is successfully paired, an onscreen message appears.

Yes, charge it for half an hour and then retry.

Try switch TV off by unplugging at the power. Wait 5 seconds and start again.

Bring it back to where you bought it and get a new one.

There's nothing else you can do.

I follow those directions, but it keeps saying get closer to the Apple TV. Which I did.

It’s recognizing it saying to get closer. It should be working, but not. What should I do next? Does it have to be charged before I pair it?

I charged it the whole, but in the next morning I tried it again and it was the same result. I forgot to say in the beginning of this conversation that this is a replacement Siri remote.
