I cannot find disc utility on my Mac. How do I locate it?

I clicked on Finder and looked in there but could not find Applications.
Am I missing something?
Choose Applications or Utilities from the Finder's Go menu.

Actually, I just located it and when I clicked on it it gave me 3 files:
IDSN
ILST
PHXS
Where do I fond Disc Utility?
You can use Spotlight to launch any app or open a file. The keyboard shortcut is Command + Spacebar and the type the app name.
