Probably because Big Sur is a much larger operating system, whose Mac implementation runs more processes with more resource demands than iOS/iPadOS — even when you think it is idle. On newer portable Macs, Apple already implemented smarter battery conservation technology.
I think this smarter battery conservation tech should be included as a part of low-power mode, since iMacs would not require battery conservation and should support performance. A low-power mode would be really beneficial for users to make their macbooks more portable and useful
