Apple Watch SE won’t complete setup and keeps asking for my iPad password. When entered, it says unable to verify even though it is definitely the correct password.

Your iPhone is attached to your Apple ID. You are trying to setup to your son’s (different) Apple ID. I sense an opportunity for great confusion and software conflicts. At this stage I think you need direct 1/1 live support which should be part of your entitlement with a new Apple Watch. Use link Get Support to schedule a support call or live chat direct with Apple’s support techs.

It is NOT asking for your iPad password, but it might need your Apple ID (iCloud) details. Look closely at what it is really saying.
Yes, I think it wants your iCloud details. See step 5 in Set up your Apple Watch - Apple Support
It asks for my appleID password, which it accepts. Then, it specifically asks for “____’s iPad passcode” and specifies that it is the passcode used to log in to other devices. When I enter the correct passcode, it says “Verification Failed There was an error verifying the passcode of your iPad.”
I wish, but it can’t be my iCloud password. Actually, I’m setting this up for my son, so I entered his. I’ve already entered it and it was accepted. After that, it asks for the 6 digit numerical passcode for my iPad. He had been logged in under his Apple ID on my iPad, but I have logged him out and no one is current logged in to it. The passcode is definitely correct.
I’m seeing others with the same issue. But I don’t know how to resolve it.
No. I’m pairing it with my phone, but it keeps asking for the passcode for the iPad. I’m as confused as you are as to why in the world it needs that passcode.
I think I’m starting to understand. Are you trying to end up with the Apple Watch paired to an iPad instead of iPhone? That is unsupported and it is never going to work. IPad does not support Apple Watch, it doesn’t even have the right software.
The watch is designed to be paired to the iPhone which runs the other side of the setup. That’s your iPhone, the one you started the process with.
