How can I move apps off my Ipad (2nd gen) with IOS 9.3.5, to my new Ipad (8th gen) with IOS 14.0.1?

Is there a way to do that easily?

Back up the 2nd gen and then restore your new device using the old back up

You should be able to create a backup of the device, then restore it on the new device when you are setting it up!
