How can you do and IPhone Backup without
internet/Wifi?? I only have Personal Hotspot??

You can also sync most content to iCloud (which is not the same as iCloud backup): Go to Settings/[your name]/iCloud and turn on sync switches. Everything that you turn on will sync to iCloud and can be synced back to the phone. This works over cellular data, and happens in real time. You can then sync it to a Mac, to a Windows PC with iCloud for Windows installed, and view it by logging in to https://icloud.com.
