If you use the mute switch and it does not mute the shutter sound then you cannot disable it. Devices made for wholesale export to countries like Japan and S. Korea are required by privacy laws in those countries to always make the shutter sound.
It doesn’t matter where else those devices originally sold at retail in those countries end up. In order to have been sold in Japan or S. Korea, those devices were built so they always make the shutter sound.
Devices made for original sale elsewhere should mute the shutter sound when the iPhone itself is muted using the mute switch on the side on the phone.
