Photos won't sync from cloud

I recently just got a new iPhone SE 2020 and was just setting it up and photos for whatever reason won't download onto my phone from the cloud. I have done this process before and it was relatively smooth. However, I don't know what happened this time. Please help..

Syncing of photos to iCloud My phone is trying to sync my photos to the cloud and it is not working. It keeps pausing and syncing. I deleted a 5 min video as it was trying to sync thinking it was just too long and I also deleted a couple of photos I didn't want. Please help!

Uploading photos from my phone to icloud/my desktop. Just been on holiday and had a few days with very little internet access. Those days the photos have not uploaded to the cloud (but subsequent days have). They are still on my phone (iphone 14 pro) but when trying to get them to my desktop I can't get it to sync, and am getting the message "restoring from icloud" - but the images were never on icloud.

Are you ensuring the device is plugged in to power, connected to WiFi, and locked?

Yes, I did, the problem has been resolved. I signed out and signed back in and photos started to download, thank you for your time.
