Keyboard preferences bug when "Use F1, F2, etc. keys as standard functions keys" is enabled?

when the above option [Use F1, F2, etc. keys as standard functions keys] is activated the fn + F4, F5 does not work as "advertised"... is this a bug, or is this the correct behaviour?

FYI: this is my first Apple product ever, and never imagined coming close to own an Apple product (for no particular reason, I was just a regular user of another platform), and the M1 MacBook Air certainly was (is) technologically compelling enough to win me to trial it, it works amazingly well, great device and technology compacted in this form-factor. I am already looking fw for the next gen Apple silicon powered devices, heck I might even get into the apple phones and tablets too.
