Txt pics no tap to download

Can someone please tell me why my basic txt messages with pictures I have been sent don’t say tap to download making it so I can’t do them I have downloaded in past no problem but went back to reload and I can’t ive done EVERYTHING GOOGLE RECOMMENDED and even Apple support chat couldn’t work it out even tried resetting phone, I’ve made sure iMessage on like said EVERYTHING GOOGLE SUGGESTED If I knew y tap to download not showing I think that would fix problem but google can’t answer that actual question so I’ve come here hoping someone CAN PLEASE HELP. GOT ANY SUGGESTIONS ANYONE
