Cannot download Apple Fitness+ app to iPad Pro

I have an iPad Pro (10.5”, WiFi + cellular) with iOS 14.3 installed, but I cannot download the Apple Fitness+ app. Why not? I thought I could use Fitness+ without an Apple Watch on my iPad.
