BBC iPlayer (iOS/MacOS Downloaded) and Apple TV

I understand that Apple TV is a Streaming Device, and also that I can connect my iOS and Mac to Apple TV.

BBC allows users to watch shows live, stream them and download them for future viewing - however Apple TV doesn't allow downloading - so it areas where internet connections are limited, or drop out, 4K content and sometimes HD content buffers.

Can you therefore download the content to an IPad or Mac and then watch the show on Apple TV?
