If the download is interrupted, then macOS will most likely start downloading the whole installer from the beginning. I have seen macOS start the download over even when the full installer has already been successfully downloaded.

In case of update Xcode, if the connection interrupted [due to a problem with my ISP. for example], again start from the beginning like macOS, or because is an app resume from point left off???
If XCode is being downloaded from the App Store, then it will behave as any other app downloaded from the App Store.
If XCode is being downloaded from outside of the App Store, then whether the download can be resumed is up to the website.
