Cannot set appointment with broken iPhone

Two way verification is almost impossible when your iPhone is inoperative because of water damage, won’t charge, screen broken, etc! I tried every way imaginable to log into apple to set an appointment with apple at their store and couldn’t

How can you make an appointment with apple when your iPhone is damaged and you don’t have another apple product to receive the verification code?
