That is about right.

A 32 GBs storage iPad starts out with approx 30 GBs, after internal drive formatting.

Minus approx. 6 GBs for iOS 12/12.5, leaves 24.GBs..

Minus 2-4 GBs for iOS iPadOS system operational reserve equals approx. between 20.-22 GBs of actual, usable data storage space.

So, you actually have ONLY 13-15 GBs left!

The battery is over 7-years old in that iPad, so it may not keep a charge for as long.

You could call and make an appointment with your nearest, “local” Apple Store location and see if that older iPad may qualify for a $99 battery replacement, which will end up being an actual device replacement for the $99 battery replacement fee.

If the $99 battery fee is too expensive for a 7-year old iPad, you could risk finding a “local’ non-Apple authorised, third party repair shop and inquire if they can do an actual iPad battery replacement for cheaper than Apple's cost.

Try all of these tips and leave each tip active together.

Do not simply try every tip individually, expecting just one tip to be a performance “cure all”.

Many of these tips are designed to work together to help improve overall iOS/iDevice performance.
