'Unsupported Video Format' in Photos App since update to Big Sur

Since updating to Big Sur 11.0 and 11.1, iPhone-recorded videos that used to playback fine in the Photos app now have the 'Unsupported Video Format' error in the top right and have choppy playback. Is this something that is being addressed in a future software/app update? This error seems to only appear when I record videos in 4K, with either 24 or 30fps.

I have a MacBook Pro (Retina, 13-inch, Early 2015) so it looks like HDR video playback isn't supported. However, according to this webpage: https://support.apple.com/en-in/guide/iphone/iph2cafe2ebc/ios I don't think my iPhone SE 2020 can record HDR video, I don't see any setting for it on the phone either.

I am also getting the 'Unsupported Video Format' error on some, but not all, slow-motion videos which are recorded at 1080p HD at 240 fps.
