Safari download not working

The new Safari 14.0.2 with Big Sur 11.1 only allows a download when it choses. Sites that used to work, now don't. Safari only allows them to open in a new tab - then Export to pdf only shows a part of a page. Do I have to complain to everyone of the sites that haven't got up to speed with Safari - or might Safari just continue to do what it always did? Some sites trigger the download, though the process is not as good as it used to be. Any Apple solutions or do I just have to use Firefox (which works)?

One thing I have to do to download bank statements in Safari is to turn off "Prevent cross-site tracking" (Safari > Preferences > Privacy), download my statement and turn back the setting on again.

I only have this problem with this one bank; Other downloads work fine.

Thank you for your response judysings. Yes indeed I am having problems downloading from some banks and utility websites. All of the suggestions you give are things I have done. The changes in new Safari have obviously not been communicated or acted upon by all. Not surprising - the changes keep happening.

The new Export to PDF does not always work properly - I have to request Print and then chose PDF.

Your suggestion that I have go and discover who is not up to date and get their IT department to deal with it, is not really the most user-friendly suggestion.
