iPhone Cellular update failed

Updated an IOS to 14.3 version and after iPhone restart i see a message iPhone Cellular update failed and unable to connect to my cellular network now.

See this support document, If you see an Update Failed or Apple Pay Not Available alert after iOS update or restart - Apple Support

That document says to press the Command key while clicking on Check for Update in the Finder window for the iPhone, and then iOS will be RE-installed. But that doesn't work. You just get the message "Your iPhone is up to date."
