Back up of Mac.
When I do an external drive back up on my Mac and photos are stored on iCloud, does it back up the full-size file if I have "Optimized Storage" checked?

A backup to an external drive (via Time Machine or via 3rd party backup software) only includes data that is stored on the Mac. When you have Optimized Storage checked, some or all of your photos may not have the full-sized version on the Mac and would not be included in the backup.
